It almost looks like a case of windows display scaling gone awry. If you go to Windows Settings --> Display --> and in the Scale and Layout, is that cranked up?
If not that, you could try the "Ease of Access" settings in Windows to see if the font size is really high there too. You can get to either of these settings by hitting the windows button and typing settings.
