The key, I discovered, is to have at least one of the channels be a 'stereo' channel.  For example, in Audio Gear Setup, Channel 1 uses Input 1, Channel 2 uses Input 2, and Channel 3 uses Input 3 AND Input 4.  So, even if you have no use for channel 3 (I use it for a stereo drum machine), set it up anyway, then your other channels will pan correctly.  Of course, if you don't have unused outputs on your Audio Interface (for example, a Focusrite 2i2 with both inputs used), you can't do this.  I consider this a JamKazam bug with a workaround for those who have available JamKazam inputs.
