Interesting. How would I get an earlier FR ASIO driver? Is there a specific version number I would want?
96k for sample rate? I just tried that, along with buffer 96, but when I started a solo session, JK set the sample rate back to 48k and left the buffer size at 96, so the same as before.
I've been using frame size 1ms all along. I tried setting it back to 2 or 2.5, which made the latency higher.
I should add that another variable is that Windows has frequent OS updates, and there was one this past week.

Yes 96k in FC & 48k in jamkazam. (JKZ operates at 48k internally)
The 'older' FR asio driver is mentioned in several FR & 2i2 threads here on the forum. I think it's the 4.64 (...)
BTW - not being able to make an alternative buffer size 'stick' is a know thing. I'm not sure if that is purposely so.
