It's a bit of a chicken and egg problem -- the only way I know how to do it involves using a Mac that's running 10.13 or newer, and if you have one of those you probably don't need to convert it. (And also the update they pushed out today was back in the hfs format so older Macs could open it, so it might not be necessary.)

But the general process is to open Disk Utility on a Mac running 10.13 or newer and create a new empty disk image in apple extended format with no partitions that's big enough to hold the app -- around 250MB should be enough. Then open the official installer disk image and copy everything from it to your new disk image. Then close both the disk images, and if you want to compress the one you made, use the "convert" feature in Disk Utility to convert it to a compressed disk image.
