Focusrite Scarlett 4i4 3nd gen

When i set up new audio device and do sync, buffer size sets to *240*.
If, before set up new device in jamkazam i started Cubase with same Sample Rate, buffer size keep my value.
When i start new session without cubase, buffer size sets to *240*.
If, before start new session in jamkazam i started Cubase with same Sample Rate, buffer size keep my value.

If you're using Windows, try a frame size of 1ms as shown in this article from Focusrite support.

In my case it seems that "Buffer Size" equals "Audio Frame Size" times "Sample Rate".
96000 x 1 = 96

I think it wrong.

Your formula is correct. I have a Scarlett Solo operating at 96 kHz. Its buffer is 240 samples when my JamKazam frame size is 2.5 ms, or 96 samples when the frame size is 1 ms. If you can show that this is not the case for your system, notify Focusrite support.
